That's what the top United Nations envoy in the country, Y.J. Choi, has said as the political stalemate, caused by the refusal of incumbent President Laurent Gbagbo to step down, continues. Mr. Choi says that after several attempts by UN investigative teams to reach the site since Monday failed, he decided to go there with investigators.
"So I went there and we were about to enter through negotiation then the reinforcement came with young men mounted on pickup trucks with cagoules and RPGs, the rocket launchers directly aimed at us. So we had a decision to make and finally, because of our rules of engagement we returned but we will continue to try to reach this site to verify the facts."
